World Trade Center (WTC) Health Program

The World Trade Center Health Program is a federally funded program that provides free medical monitoring, testing, treatment, and prescription medications for 9/11-related health conditions. It serves first responders, recovery workers, volunteers, survivors, residents, students, and office workers who were present in the exposure zone (lower Manhattan, Pentagon, Shanksville, or Staten Island Landfill) between September 11, 2001, and May 30, 2002. The program covers over 70 types of cancers and numerous respiratory, digestive, and mental health conditions linked to toxic exposure from the attacks.

To enroll in the WTC Health Program, you must first determine your eligibility based on your presence in the exposure zone during the qualifying time period. The program also covers chronic rhinosinusitis, sleep apnea, and other conditions certified as related to toxic exposure from the September 11th attacks and their aftermath.

Yes, the WTC Health Program is completely free for all enrolled members. There are no premiums, copays, deductibles, or out-of-pocket costs for any covered services. The program pays for medical monitoring appointments, diagnostic testing, specialist consultations, treatments, prescription medications, and ongoing care for certified 9/11-related conditions. The program is funded by the federal government through the James Zadroga 9/11 Health and Compensation Act, which was made permanent in 2015 and extended with full funding through at least 2090.

Yes, you can enroll in and use the WTC Health Program regardless of whether you have private health insurance, Medicare, Medicaid, or any other coverage. The WTC Health Program works alongside your existing insurance and covers services that your regular insurance may not cover. Many members use the WTC Health Program specifically for their 9/11-related conditions while continuing to use their regular insurance for unrelated health issues. There is no conflict between the two, and enrollment in the Health Program does not affect your other coverage.

The WTC Health Program and the Victim Compensation Fund (VCF) are separate but related programs. The Health Program provides free medical care and treatment for 9/11-related health conditions at specialized Clinical Centers of Excellence. The VCF provides financial compensation for economic losses (lost wages, medical expenses not covered by the Health Program) and non-economic damages (pain and suffering). You must be enrolled in the WTC Health Program and receive certification of a 9/11-related condition before you can file a VCF claim. Many people participate in both programs simultaneously.

The WTC Health Program operates through a network of Clinical Centers of Excellence and Nationwide Provider Network facilities across the United States. These specialized centers have expertise in treating 9/11-related illnesses and are located in New York, New Jersey, and other states. If you live outside the New York metropolitan area, the Nationwide Provider Network includes hospitals and clinics throughout the country that can provide WTC Health Program services. There is currently no deadline to enroll in the WTC Health Program. The program was made permanent through 2090, allowing eligible individuals to enroll at any time. However, it’s strongly recommended that you enroll as soon as possible if you were present in the exposure zone, even if you haven’t been diagnosed with a 9/11-related condition yet. Early enrollment allows you to receive regular medical monitoring that can detect conditions early when they’re most treatable. Additionally, you must be enrolled in the Health Program and have a certified condition before you can file a Victim Compensation Fund claim, which does have registration deadlines.
